Connecticut Child Care Assistance Care 4 Kids
Hello parents! Below you will find information about the Connecticut Child Care Assistance Program (CCCAP), where to find out if a child care facility is licensed, and where to report violations or file a complaint.
The State of Connecticut’s Department of Social Services sponsors a program called Care 4 Kids which helps low to moderate income families pay for child care costs. In order to be eligible for Connecticut child care assistance, families must live in Connecticut, be working or attending a temporary family cash assistance approved education (Jobs First) or training activity, and meet the income requirements for the program. These income requirements can be found

The children must also live in Connecticut and be under the age of 13 or, if the child has special needs, be under the age of 19.
You will need to complete a Care 4 Kids application form. The application is available
here.
or you can call this number, 1-888-214-KIDS (5437) and ask that an application be sent to you. Once you have filled out your application, you will mail it in along with the required documents.
If you have already chosen a child care provider, you and your child care provider will need to fill out the Parent-Provider Agreement Form (PPA) and will need to be mailed in with your application. If you have not selected a child care provider, you will want to find one and fill out the PPA form in order to receive a Child Care Certificate.
You must select a child care provider that is licensed by the Connecticut Department of Public Health (unless exempt from licensing) or the child care provider may be a relative or a person that takes care of the child in the child’s home. You will mail your documents to:

You will receive a letter notifying you if you have been approved or denied. If you are denied, your letter will explain why you were not approved for the Connecticut child care assistance program. If you are approved, you will receive a Child Care Certificate with your approval letter that authorizes payment. There is a Family Fee that you will be expected to pay, if you are a working family, that is set by the program and will be listed on your Child Care Certificate. The family is also responsible for any charges above the amount approved on the Child Care Certificate. The amount Care 4 Kids pays will be listed on your Child Care Certificate and is dependent upon several factors related to both the families and providers.
For the family, the program looks at:
- the parents' work or training schedule;
- the age of the child;
- the hours of care the child needs;
- if the child has special needs; and
- the countable family income.
For the provider, the program looks at:
- where the provider is located in the state;
- the type of provider; and
- if the provider is accredited.

If you would like to file a complaint or report a violation: If possible, try to resolve minor concerns and complaints with the child care provider or director of the child care center. If you believe that physical or sexual abuse is involved, you are advised to inform local law enforcement. However, if you have concerns about the facility that cannot be resolved comfortably with the child care provider or director, you may file a complaint with:
